The largest property owner at Banning Lewis Ranch is resolved to preserve the land's natural features and responsibly develop the site, says a resolution being considered by the Colorado Springs City Council. But the resolution is non-binding and doesn't specify how Nor'wood Development Group - which owns about 18,000 of the ranch's 24,000 acres - will maintain its plot of land. Even so, the resolution is a small win, said Lee Milner, a founder of the city's Trails, Open Spaces and Parks program and a longtime open space advocate.
