The two parks have become trouble spots during the summer, when thousands of rafters swarm the Clackamas River. Heavy drinking has fueled fistfights, public urination, littering, boating-safety violations and illegal parking. According to county tallies, about 15,000 vehicles visit the parks on weekend days between Memorial Day and Labor Day.
