Joe Fleming, 39, is charged with burglary with intent to commit a felony after the confrontation in the 14600 block of Philippine, according to Assistant Chief Deputy Mark Herman of the Harris County Constable's Office Precinct 4. Herman said deputy constables were dispatched to the apartment about 5:40 p.m.
