A former Norfolk firefighter has been charged a second time with arson in Maryland. David Clifton Parks, 37, is charged with second-degree arson, first-degree malicious burning and malicious destruction of property, according to Worcester County Fire Marshal Jeffrey McMahon. Parks, of Melfa, Va., was arrested in Virginia and is being held in jail in Maryland on a $500,000 bond.read more
