Drivers on Interstate 64 are seeing delays on both sides of the Hampton Roads Bridge Tunnel. Shortly before 4:15 p.m., the backup on I-64 westbound in Norfolk at the Bridge Tunnel was 4.3 miles, according to the Virginia Department of Transportation.
