In exchange for paying Lerma $5,000 per shipment, state police allowed the trafficker to smuggle pot into the United States and warned him of pending military action against traffickers, according to the court documents. From 2006 to 2011, DEA agents listening to a wiretap of Gulf Cartel operatives heard Lerma speaking to his former subordinate, Flores, discussing shipping cocaine and pot north and guns and money south, court documents state.
