CHELSEA >> After what was described as a "long night," Chelsea Fair Board President Rick Boham was pleased to report this afternoon the two minors injured in a Ferris wheel accident are in stable condition.Boham said Chelsea police are conducting their own investigation, and a state official conducted a second inspection on the Ferris wheel.
