Oregon's top education board hamstrung on plan to streamline, 'water down' expectations for schools

Achievement Compacts, once designed to measure the 12 milestones judged most essential for Oregon students, were set to shrink to just two: third-grade reading and high school graduation. Education board member Ron Saxton called that too "watered-down."
