ZURICH (AP) — FIFA ethics judge Joachim Eckert wants to deliver verdicts by November in the World Cup bidding corruption case, and keep the investigation files secret. Garcia's reports "detailed factual findings (and) reaches conclusions concerning further action with respect to certain individuals," FIFA said in a statement this month. The contests were dogged by allegations of bribery, voting collusion, and seeking favors. Some voting members of the FIFA board have since left football while under investigation in other corruption cases, and refused to cooperate.
