Charles Maner Smith was a frequent visitor to the local criminal justice system with felony convictions dating back to 2003, Chatham County Superior Court records show. Smith was shot and killed by Savannah-Chatham officer David Jannot just after 11 a.m. Thursday on Augusta Avenue between Eagle and Cummings streets.
