The unemployment rates for both Toledo and Lucas County improved slightly in September, according to estimates from the Ohio Department of Job and Family Services. Toledo’s rate dropped from 6.3 percent in August to 6.1 percent in September. The county’s rate fell from 5.8 percent to 5.6 percent.
