A survey of 1,558 state social workers and supervisors has opened an alarming window on the troubled Department of Children and Families — reeling since the disappearance and death of 5-year-old Jeremiah Oliver — suggesting that “crippling” caseloads, poor oversight, a lack of foster homes and fear-driven policies remain critical problems.
