BIDDEFORD — A half-dozen people, including a man who says a former Biddeford police officer raped him 40 years ago, on Tuesday night asked city officials to suspend the city’s top police administration while abuse allegations are investigated. “Thirteen years ago I told the attorney general there was a problem. It fell on deaf ears,” said Rick Alexander, a South Portland man who says he was raped by Stephen Dodd decades ago.
