Kern County breaks ground Wednesday on a new 822-bed detention facility at Lerdo Jail. The facility will expand Kern's ability to incarcerate the most challenging county prisoners while offering space for new programs aimed at helping inmates rehabilitate themselves and stay out of custody for good.
