AUSTIN - A day after promising to force a vote on a controversial proposal to eliminate an exception allowing late-term abortions in cases of severe fetal abnormality, Texas Republicans said Sunday they would stand down. The other measure, Senate Bill 575, would ban abortion coverage from health insurance plans in Texas.
