AUSTIN — Amid fierce opposition from a bipartisan group of lawmakers, Republicans in the Texas House acknowledged defeat Sunday on an effort to rein in the rising costs of a program that provides free tuition to veterans and their children. State Rep. John Zerwas, who sponsored the bill, said Sunday evening he had agreed to give up on limiting the Hazlewood program and instead move forward with scaled-back legislation to address issues raised by a recent legal decision.
