The U.S. Supreme Court, ruling in an Arizona case, on Friday upheld citizen redistricting commissions such as Washington has used for three decades to draw Congress and legislative boundaries. The high court ruled for an Arizona plan, under attack from Republican legislators, that is very similar to Washington’s. It has a commission with two members chosen by Democratic legislators, two by Republicans, with an independent chair chosen by the other four.
