FLAGLER BEACH — City officials are loosening the collar a bit on their original budget proposal but still hold out the possibility that there will be no tax increase this year.City commissioners voted unanimously to set a tentative budget Thursday with a tax rate of $4.90 per $1,000 of taxable value.
