MANTECA — U.S. Marshals in Utah have apprehended a man and a woman who were being sought in San Joaquin County, one of whom has been considered one of Manteca’s most wanted fugitives since 1998, authorities said.The U.S. Marshals Service notified Manteca police on Wednesday that its agents had arrested William Lloyd Balser, 56, and Robin Lee Robinson, 59, in West Valley City, Utah.
