A 24-year-old New Bedford man was apparently shot to death early yesterday and a second man is under arrest in connection with the killing, authorities said.Gregg Miliote, spokesman for Bristol District Attorney Thomas M. Quinn, said police responding to a report of shots fired found Jeffrey Sylvia Jr., 24, of New Bedford, lying in the intersection at Acushnet Avenue and Blackmer Street shortly after 1:30 a.m.
