The Secretary of State’s office graced a gorgeous Monday with gloomy news for the democratic process. It reported that just over 12 percent of King County voters have mailed in their ballots for Tuesday’s primary election. The news comes as 47 Seattle City Council hopefuls do their final stint of door belling under the Emerald City’s new system of seven Council districts with two members elected at large. The city is guaranteed turnover of at least three seats on the nine-member Council, which has turned out just one incumbent in the past decade.
