CEDAR RAPIDS — Sephora will open a new location Oct. 16 inside the JCPenney store at Westdale, officials from both companies said Tuesday.Gift cards worth up to $100 will be given away as part of the store’s grand opening celebration, and 750 gift bags will also be handed out to shoppers.Sephora is a nationally-known outlet for beauty and skincare products.
