MANTECA — The Manteca Unified School District Board of Education voted 4-2 to elect Kathy Howe to fill the vacant Area 2 trustee position late Tuesday night.Howe, a 35-year educator of Manteca, will take over the seat that formerly held by trustee Ashley Drain until she resigned from her seat on Aug.
