The fifth annual Downtown Willoughby Chili Cook Off will be held from noon to 6 p.m. Oct. 17. There is no cost to attend the event. Small bowls of chili are $3, said John D. Bowers, president of the Downtown Willoughby Bar and Restaurant Association. Bowers, who also owns Mullarkey's Irish Pub, said 12 to 15 of the restaurants downtown will be participating in this year's cook-off.
