WESTBROOK — The head of the U.S. Environmental Protection Agency visited Maine on Monday to hear from farmers concerned about controversial new water quality rules that are the target of lawsuits and congressional scrutiny. Gina McCarthy, the top administrator of the EPA, was meeting with a small group of farmers and other interested parties gathered at Westbrook’s Smiling Hill Farm.
