WILKES-BARRE – In recognition of 40 years of service to victims of domestic violence and to honor Domestic Violence Awareness Month, Lynn Shiner, Harrisburg, a domestic violence survivor, will be guest speaker at noon, Tuesday, in the Rotunda of the Luzerne County Courthouse, to present Domestic Violence Service Center’s (DVSC) “Empty Place at the Table.” Shiner has 37 years experience in the state government.
