A state trooper will not be charged in the shooting of a knife-wielding, wanted homeless man on the Esplanade in 2015, Suffolk District Attorney Daniel F. Conley said.In the months and days before Santos Laboy was shot, he was becoming increasingly unstable, leaving nude photos under the door of a laundromat and threatening police via social media, Conley said.
