ALBANY — As President Donald J. Trump scuttles federal efforts to fight man-made climate change, New York and other northeastern states Wednesday tightened future greenhouse gas emission limits on electric power plants.The nine states in the Regional Greenhouse Gas Initiative (RGGI) announced the industry will face a 30 percent cut on maximum total emissions allowed starting in 2020.
