Crystal Lake City Council approved a balanced budget that includes a new tactic to save: leasing department vehicles. Council members voted, 5-0, to approve the budget Tuesday that spends about $89.8 million, a $16,000 decrease from this year’s budget, according to village documents. A twist on the budget is a new leasing and replacement program for all city vehicles, except ambulances and fire engines.
