Oregon failed to protect public from killer found 'guilty except for insanity'

For reasons that have much to do with the limits of Oregon law, the Psychiatric Security Review Board decided to release Charles Longjaw, regardless of the danger he posed to others. Under the relevant state statute, the board concluded, he could no longer be classified as criminally insane.
