CEDAR RAPIDS — When Wahneta Dimmer started Hands in Harmony nearly 20 years ago, she knew of “maybe one or two” disreputable massage businesses in Cedar Rapids.Occasionally, she said, one would get raided. An arrest or two might be made and the business would shut down for a bit, then reopen.But in the past few years, Dimmer said, it has gotten worse.“All of a sudden it’s like a rash,” she said.
