When Theresa May visits French President Emmanuel Macron on Friday, she will be proposing that the U.K. will continue to follow some EU regulations, but what she wants is an intergovernmental relationship based on both sides retaining full sovereignty. She isn’t the first British prime minister to make such a bid.
