PROVIDENCE — The Rhode Island Ethics Commission on Tuesday dismissed a complaint alleging that the president of the East Greenwich firefighters' union violated state ethics laws by supervising his brother in his capacity as a lieutenant in the department.The commission, at the recommendation of its prosecutor, unanimously threw out the complaint brought by Acting East Greenwich Deputy Chief Peter F.
