Measure 5B, which was losing by more than 9,000 votes Election Night, is now winning by 1,170 votes after the latest tally on Friday. The official count is 148,488 voting yes for the proposal and 147,318 saying no, according to the clerk and recorder’s office. As many as 10,000 votes remain to be tallied, most of which came in Tuesday night, Beth Clippinger, spokeswoman for the clerk and recorder’s office, said Friday.
