Erie approves master pipeline agreement with Crestone Peak Resources

The Erie Board of Trustees last week approved a master pipeline license agreement with Crestone Peak Resources as part of the effort to move the Denver firm’s drilling to the town’s fringes. A component of the previously approved operator agreement, the stipulation gives Erie administrative approval over pipeline encroachments on town property, and officials say the deal likely will govern some of the Denver firm’s future activity. “Each time (Crestone) wants to come in and have an encroachment they would get what would be a site supplement,” Town Attorney Kendra Carberry told trustees Tuesday, suggesting that decisions on new Crestone pipelines planned underneath town property would be weighed by town staff on a case-by-case basis, rather than bringing specific schemes to the board for approval. The specific standards for town staff to approve certain encroachments are unclear, though Carberry said Thursday the provisions deal mostly in notification times and rules ironed out in last month’s operator agreement. As part of the agreement, Carberry said the company would pay general fees for the process such as a street cut permit — required for construction involving road excavation or traffic patterns — “because everyone has to pay those, but not ones that are specifically tailored or pointed at oil and gas encroachments.” Read more at dailycamera.com.
