Sorry, Toby Keith. Red Solo Cups aren't 'decomposable.' Here's what happens to them in Tippecanoe Co.

Red Solo cups, to quote country singer Toby Keith, might be "the best receptacle for ... tailgates ..." but they aren't recyclable. Not anymore.
