Allegheny County, most of southwestern Pa., moved to 'substantial' risk by CDC

On Monday morning, only two counties in southwestern Pennsylvania were in the "substantial" risk classification by the CDC; after Monday afternoon's update, now nine counties, including Allegheny, are in that second-highest risk category.
