When US President Biden made an impassioned plea for $60B in new aid for Ukraine last October, the front lines had almost completely stalled. The successful counteroffensives of 2022 had ground into a bloody stalemate. The delay in Congress ended that stalemate. With dwindling weapons supplies, Ukraine slowly lost ground in the east and is now at risk of losing more.
