Police arrested a Cedar Rapids man early Monday morning after he allegedly smashed store windows belonging to two businesses on Third Avenue SE. According to the criminal complaint, Deshawn Bell, 29, is charged with two counts of second-degree criminal mischief, a Class D felony punishable by up to five years in prison.
