The collapsed facade of an Upper East Side condo that caused evacuations from two buildings hasn’t been fully repaired two years later, irate residents gripe in a lawsuit. Instead the condo board issued assessments totaling $6.8 million for a gut renovation of the St. Tropez condo’s lobby and social room, the Manhattan suit says.
