King County voters face a one-two tax punch:  A sales tax hike, Prop. 1 on the August ballot, would expand access to arts, science, cultural and heritage programs.  The County Council has just voted a "massive expansion" -- 260 percent to be exact -- in the Veteras and Human Services Levy.Voters will vote on the levy's property tax hike in November.The causes are worthy, but can we afford to continue making the nation's most inequitable tax system more inequitable?
