Aiming to prevent El Nino flooding in San Diego County, local leaders are lobbying Gov. Jerry Brown to declare a state of emergency that would allow accelerated clearing of clogged drainage channels and storm drains. San Diego Mayor Kevin Faulconer, mayors of the county’s 17 other cities and County Supervisor Bill Horn sent Brown a joint letter last week urging him to help local agencies do everything possible to prevent loss of life and property this winter.
