By Kate White For a second time, the West Virginia Supreme Court ruled Friday that the state Regional Jail Authority cannot be held liable in a lawsuit that alleges a male correctional officer raped a female inmate.The high court's decision sparked outrage from state and national organizations, which supported of the petition asking the court to reconsider its original decision in March.
