Emergency personnel responded to the scene shortly after 4:30 p.m. Two cars rolled and are on their tops on the north shoulder, according to emergency radio traffic monitored at The Columbian. All occupants were outside the vehicles, according to scanner traffic. The Washington Department of Transportation said the right lane remains closed.
