On Friday, on outspoken critic of the mayor and city got sweet vindication: Clackamas County Circuit Court Judge Susie Norby ruled that the best available evidence -- photographs taken by city inspectors -- showed Matheson had removed less than 15 percent of the roof. So the city's whole case against Matheson and his wife collapsed.
