Gov. Cuomo took an early morning tour of the damaged L train tunnel between Manhattan and Brooklyn and determined the underpass is in bad shape. “We saw a very old tunnel that needed a lot of work,” Cuomo said after the 45-minute visit to the Canarsie tunnel, which connects the Lower East Side to Williamsburg....
