A deputy warden for the city’s Department of Corrections was arrested for strangling his girlfriend — and then taking her phone so she couldn’t call the police, authorities said Tuesday. Floyd Phipps, 66, allegedly grabbed his significant other by the neck, strangled her and then threw her to the floor at around 10 p.m.
