Jacksonville police have charged a second man in an August double shooting at the notorious Roosevelt Gardens apartments behind UF Health Jacksonville. Terrence “Dirt” Watts, 27, of the 1700 block of Lake Shore Boulevard was arrested on a three-count attempted-murder warrant during a traffic stop Wednesday, police said.
