Ditch Poses Problem For Nebraska Highway Project

(AP) — Federal regulations and a drainage ditch have complicated efforts to expand part of U.S. Highway 30 in eastern Nebraska. Nebraska Department of Roads director Randy Peters says the state filed an appeal with the U.S. Army Corps of Engineers, but lost.
