By Steve Lackmeyer, Business WriterBarring any unforeseen changes in politics and city leadership, a path and design for the new Oklahoma City boulevard is emerging that will significantly impact how people travel downtown and development of the area known as “Core to Shore.” The boulevard, and efforts to develop Core to Shore (the area between the Central Business District and the Oklahoma River) were the early results of decisions made more than a dozen years ago to relocate the old Interstate 40 Crosstown Expressway a few blocks south of downtown.
